Recent changes to Lombardy’s regional legislation on data centers have continued to fuel discussion among institutions, industry operators, and local authorities. On the matter, IDA – Italian Datacenter Association has reiterated the need to ensure regulatory certainty, clear rules, and predictability to support the sustainable development of the sector.
In an interview published by Il Giorno, Luca Beltramino, President of IDA, highlighted how the association remains committed to working with Regione Lombardia through a constructive dialogue, while recognizing some positive elements introduced by the amendments to the regional law. At the same time, IDA emphasized that many of the concerns raised in the public debate could have been addressed through existing regulatory instruments, avoiding the risk of creating a misleading perception of the industry.
“The greatest challenge for operators is the lack of clarity and predictability in the regulatory framework,” Beltramino noted in the interview. Companies need to know precisely which requirements they must meet, which procedures they need to follow, and what timelines they can expect. These conditions are essential for turning projects into tangible investments and enabling local administrations to effectively plan territorial development.
IDA also recalled the strategic value of data centers for Italy’s economy. The figures cited in the article point to a potential €36.9 billion in infrastructure investments and approximately 26,000 new jobs by 2036, confirming the role of digital infrastructure as a key enabler of economic growth, innovation, and national competitiveness.
For this reason, the association believes it is essential that the Italian Government also contributes to the definition of a clear and coordinated national regulatory framework, capable of providing certainty for investors, enhancing the specific characteristics of local territories, and supporting the balanced and sustainable development of data centers across Italy.
