In recent weeks, the parliamentary debate on the Energy Decree (DL Bollette) has represented a crucial step for the future of digital infrastructure in Italy. The amendments introduced to the text and the accompanying institutional discussion mark a significant moment for the data center sector, which is increasingly recognized as a strategic pillar of the country’s competitiveness.
Following the outcome of the votes on the amendments to Article 8 and the approval of the bill at first reading by the Chamber of Deputies, IDA President Sherif Rizkalla released the following statement:
“We welcome the outcome of the votes on the amendments to Article 8 of the Energy Decree and the bill’s approval at first reading by the Chamber of Deputies. We would like to express our sincere thanks to the Government and Parliament for the bipartisan attention devoted to the data center sector. This is an important signal of awareness regarding the strategic role of digital infrastructure for the country’s competitiveness.
We particularly appreciate that the concerns raised by IDA during the conversion process were taken into account, leading to the approval of two key amendments: the inclusion of the operational phase within the authorization procedure, and the provision allowing, for authorization purposes, the indication of a temporary medium-voltage grid connection solution.
These changes represent concrete steps toward greater efficiency and project feasibility, making the regulatory framework more closely aligned with the sector’s operational needs.
We now look with confidence to the implementation phase. Continued institutional support will be essential, with effective coordination among ministries and the various authorities involved, in order to best manage the transition period and ensure full and consistent application of the rules across the country. In this context, we believe that a more detailed regulation of the transitional regime—such as the one proposed by IDA during the parliamentary process—could have further strengthened the effectiveness of the measure, ensuring greater clarity and continuity for ongoing procedures.”
